Republican Senator Susan Collins, who chairs the Senate Appropriations Committee, expressed her disapproval, stating that the administration’s decision was made without adequate consultation with Congress. Democratic Senator Patty Murray also condemned the action, highlighting that the funds were approved on a bipartisan basis and should be utilized for their intended purposes. The process used by the Trump administration, known as a “pocket rescission,” effectively cancels spending at the end of the fiscal year, providing Congress with limited opportunity to review or contest the decision. The legality of this approach has been questioned by the Government Accountability Office.
